Mitigated negative declaration

A CEQA finding that a project won't significantly affect the environment once listed mitigation measures are required.
When an initial study shows a project could have significant effects, but changes or mitigation measures agreed to by the applicant would reduce them below significance, the agency can adopt a mitigated negative declaration instead of preparing an EIR. Where no significant effects are found at all, the document is a negative declaration.
Adoption comes with a mitigation monitoring and reporting program that makes the measures enforceable conditions of the project.
