Categorical exemption

A class of projects that CEQA's guidelines exempt from environmental review, such as minor alterations or small infill development.
The CEQA Guidelines list classes of projects that generally don't have significant effects, from minor alterations of existing facilities (Class 1) to new small structures (Class 3) and qualifying infill development (Class 32). When an item relies on one, the staff report names the class.
Exemptions don't apply when exceptions do, such as unusual circumstances, cumulative impacts, or effects on historical resources, and a decision to use one can be appealed and challenged.
