The City Council is asked to adopt Ordinance No. 2026-15 (first reading), a Zone Text Amendment adding Article 81, a Transit-Oriented Development Overlay Zone, to Chapter 33 (Zoning) to implement SB 79. It includes the TOD Overlay Zone Map and parcel inventories. The notice says SB 79 applies to approximately 484 parcels totaling approximately 236 acres near the Escondido Transit Center and Nordahl Road SPRINTER stations. The Planning Commission recommended approval 4-0.

Staff asks the City Council to adopt Ordinance No. 2026-18, an interim urgency ordinance under Government Code 65858 that would prohibit establishing, expanding or intensifying data centers and similar high-intensity computing uses citywide while the City studies zoning and General Plan changes. Adoption requires a four-fifths vote; the draft runs until October 10, 2026 unless extended.
The Council considered Resolution No. 2026-101 authorizing staff to intake and process a General Plan Amendment application for Hill Valley, LLC to facilitate 125 multi-family units on a site designated Estate I (E1) in the 2012 General Plan.
