Staff proposes adding Chapter 20.270 to the Municipal Code and amending the Zoning Map to create a Senior Mobilehome Park Overlay Zone over seven existing non-resident-owned senior (55+) mobilehome parks with 1,804 spaces. The overlay would require compliance with senior occupancy standards. The Planning Commission recommended approval 6 July 2026. Council is asked to introduce the ordinance on first reading and note the CEQA exemption.

11.Resolution No. 2026-9652 – Appeal (AA26-0004) of an Administrative Resolution of the City Manager (Adm 26-5226), Which Determined the Draft Mitigated Negative Declaration (ND26-007) for the Lanikai Senior Residential Development Project to Be Incomplete and Unable to Be Circulated.

Lanikai Management appeals the City Manager's July 2, 2026 decision that the draft mitigated negative declaration for its proposed 115-unit age-restricted senior apartment project at East Mission Road and Woodward Street is incomplete and cannot be circulated. The Council is asked to deny the appeal; the action does not approve or deny the project itself.

Staff recommendation: ADOPT a resolution denying the appeal and upholding the decision of the City Manager.

It covers transit-oriented development standards, site exemptions, phased implementation areas and zoning map amendments. The Planning Commission recommended approval 7-0 on June 15, 2026. The ordinance is deemed exempt from CEQA.

The ordinances set objective standards, exempt areas with no walking path under one mile to a stop, and defer SB 79 in Very High Fire Hazard Severity Zones. The Planning Commission voted 7-0 to recommend approval.
